Open properties|screen resolution and switch to a higher resolution. This should allow for your video driver to gain control. Please try to boot in the same way as safe mode, but select VGA mode (however it is termed) and not safe mode. It may be this, that is causing the issue. Just after the running bars, Windows switches from standard VGA mode, into the higher resolution that you are used to.
